The overarching planning authority for Edinburgh and the six surrounding council areas is called SESplan. They have just issued their proposed Strategic Development Plan for the area and it is open for comment till
This plan explains planning policy which crosses local boundaries, applies national policy and guidance from the Scottish Government to join the dots between all the various planning authorities.
It is then used by each local authority when they prepare their own Local Development Plans. Edinburgh has just published its new LDP in summer 2016.
This is the proposed plan which is worth a read. You can have your say at the City Chambers on Monday 7 November 2016. The event will be open from 3pm to 6.30pm on a drop-in basis when anyone can go along to discuss the plan without prior arrangement.
If the download does not appear then the link to the plan is here.
