The City of Edinburgh Council (Leith Links and Surplus Fire Fund) Bill – Lost Teddy Bear – Ping pong anyone? – Sunshine on Leith – Libraries –
The City of Edinburgh Council (Leith Links and Surplus Fire Fund) Bill reaches its preliminary stage debate today. This bill introduced by the council in September last year has two purposes. The first is to allow a new monument to be erected in memory of John Rattray in Leith Links and the second is intended to deal with the monies held in the Surplus Fire Fund so that anyone receiving a grant from the newly constituted fund must live in Edinburgh.
Planning permission has already been granted for the statue in April last year, but the restriction against any further building on the common good land comprising Leith Links is preventing the plans for a statue proceeding.
John Rattray was a surgeon, a member of the Royal Company of Archers and a leading golfer as the first Captain of the Company of Edinburgh Golfers at Leith Links. The Leith Rules of golf were the first recorded rules of the game, created in 1744. Rattray was also Surgeon General to Bonnie Prince Charlie.
