Planning applications lodged with the council’s planning department up to this week are detailed in the list embedded below.

Applications of note include a hotel and a statue within the city centre.

The details are:

  • A Proposal of Application Notice (PAN) for the buildings at the foot of Dundas Street opposite the empty site where the RBS building once stood. 25/06640/PAN applies for permission for “demolition of existing buildings and erection of hotel development (Class 7) with ancillary restaurant and bar at Centrum House 108 – 114 Dundas Street And 116 New Town Edinburgh”.
  • An application has been made for change of use to a restaurant at 367 Broomhouse Road and also a similar application at 544 Gorgie Road
  • There is an application for permission to erect a statue to The Royal Regiment of Scotland on land 30 Metres East of the Ross Fountain in Princes Street Gardens. Comments on this are due by 30 January 2026. This will take the form of a prone lion on a plinth and will be 1.1 metres high in total and 2.2 metres long.
  • Sculptor Kenny Hunter has explained how he came up with the design. He said: “To reflect on the history and celebrate the Royal Regiment of Scotland, I have chosen to sculpt a Lion which has a direct relationship to the regiment’s cap badge. The memorial will also include the motto “Nemo me lacessit impune”. This Lion is depicted reclining not rampant, perhaps to suggest it is remembering its past and contemplating its future. Beyond representing this animal’s traditional qualities of strength and courage, I have also decided to use the structure and process of making the memorial itself to communicate how the regiment originated from six antecedents. Therefore this sculpture of a reclining Lion will be cast in six separate sections then welded together to create a unified whole. Instead of disguising the seams they will instead become a feature that tells the story of how Scotland’s six historic infantry regiments came together to form a single fighting force. This will be further echoed in the construction of the base and plinth, each of which comprises of six separate stones. Collectively this methodology of conjoining will articulate the origins of the Royal Regiment of Scotland, while making the broader point that the whole is greater than the sum of its parts. As stipulated in the project brief I have chosen, bronze and stone (grey sandstone) for their integrity and permanence. Overall the basic composition of the memorial is horizontal, grounded and empathetic rather than vertical, elevated or heroic. This will give it a very stable appearance, impressive in its monumental scale and yet the gaze of the lion will be at the same head height as the viewer, which will make it relatable.
  • An application has been made to convert a property at 26 Howe Street into a yoga and pilates studio for Tribe who already have their main premises on Northumberland Street, just opposite.
  • An application has been made for signage for a new Black Sheep Coffee shop on Forrest Road at number 51-53.
  • An application has been made by the University of Edinburgh to conduct works connected to the stabilisation and consolidation of the facade of the David Hume Tower in George Square, which involves wrapping the existing facade in a light gauge stainless steel open mesh system.
  • An application has been made to convert parts of the former Sick Kids Hospital at Rillbank Terrace and Crescent, just south of The Meadows into serviced apartments

Any property owner seeking to build, improve or alter their home or commercial premises must have the correct consents. This begins with a planning application and usually progresses all the way to a completion certificate.

Some applications for large developments such as purpose built student accommodation have been referred to the government Reporter after refusal by the council. Alterations to some buildings may also need listed building consent which is dealt with simultaneously.

There is a class of alterations which are considered “permitted developments” and will not need any planning permission. There is more guidance here.
