A planning application to build more than 200 new homes at Western Harbour has been submitted to the City of Edinburgh Council.
The application by affordable housing developers, Cullross, is for permission to build 212 houses which will “offer a mix of private and affordable homes.”
Cullross said that after Edinburgh declared a housing emergency in 2023, “the delivery of more than 200 new homes on long‑vacant land represents a meaningful contribution to this crisis.”
The development will also include new external amenities and green spaces.

Properties will comprise 1 to 3 bedroom flats, 2 to 3 bedroom colony flats, as well as 5-bedroom townhouses. Residents will also have access to bicycle storage, refuse storage, and car parking
The affordable homes within the development are proposed to be professionally managed by Wheatley Group.
Two public consultation events in January and February 2026 took place at the Heart of Newhaven, and 116 people participated in both sessions. Cullross also stated that meetings have been held with stakeholders, including Leith Harbour and Newhaven Community Council, as well as Western Harbour Owners’ Association.
